The proposal for the reform of the Legal Framework of the Brazilian Electric Sector, prepared by Ministry of Mines and Energy (MME), should value more predictable sources of energy generation, such as bioelectricity. The theme was discussion of the lecture “Demand and Supply Conditions of the Brazilian Electricity Sector”, held on the 22nd of headquarters of the Sugarcane Industry Union (UNICA), in São Paulo (SP).
Present in the debate, the chief executive of the Energy Cogeneration Industry Association (COGEN), said that the proposed MME provides for the valorization of attributes of renewable sources of generation, as benefits of near-consumption generation and even those related to the low carbon emission, proposing the creation of a market for the valuation of environmental attributes, starting in 2021.
“The generation of bioelectricity, in addition to reducing global CO2 emissions and being produced near the country’s large consumer centers, is highly regular and predictable during the sugarcane harvest, precisely in the dry and critical period of the electric system. Last year, 91% of the generation for the network by the sugarcane biomass were between April and November, when the hydroelectric plants were emptying the reservoirs. These are attributes that have to be more valued and the reform of the electric sector promises to do this, “he said in a statement.
Zilmar Souza, UNICA’s bioelectricity manager, also pointed out that the actions proposed by the MME are interesting, but recalled that the success of the reform will depend on the solution of critical issues in the current scenario, such as the high judicialization in the Short-Term Market (MCP) , due to injunctions granted to hydroelectric plants that are protected against the so-called hydrological risk of the system.
“Three years ago, biomass plants have been generating surpluses that are settled in the Short-Term Market, usually receiving something like 10% of the amounts they should receive. These are plants that produce renewable and sustainable energy, but do not receive surpluses produced above the physical guarantee because they do not have legal injunctions that protect them in the CCM, “Souza says.
