This Wednesday (12) during the last meeting of the Committee on Agriculture, Livestock, Food Supply and Rural Development of the Chamber of Deputies (CAPADR), the board approved five proposals that may favor the agricultural sector.
One of the main ones, authored by federal deputy Alberto Fraga (DEM-DF) and with a report by federal deputy Evair de Melo (PP-ES), Bill 10149/18 proposes the creation of Specialized Offices in Rural Crimes in municipalities with more than 200 thousand inhabitants.
For the rapporteur of the proposal, Brazil is experiencing a real explosion of crimes committed in rural areas. “It is imperative that the public power take measures to bring these populations and the productive sector security conditions, through planned and targeted actions,” he says.
It was also voted and approved PL 8.212 / 14, dand authored by Deputy André de Paula (PSD / PE) and with a report by Congressman Evandro Roman (PSD / PR). The proposal creates criteria for compensation of rural property. The rapporteur explains that the proposal includes the native vegetation existing in Areas of Permanent Preservation (APP), legal reserve and forest easement as one of the criteria to be considered in the valuation of the expropriated property.
Another approved proposal, authored by Representative Nelson Marquezelli (PTB-SP) and rapporteur of the deputy Valdir Colatto (MDB-SC), is the Draft Legislative Decree 882/2017, which supports the Normative Instruction (IN) 46/2017 and proposes import criteria of banana of Ecuador.
On the other hand, PL 10737/18, authored by MP Evair de Melo (PP / ES) and a report by Mr Heitor Schuch (PSB / RS), alters art. 74 of Law 112.651 / 12 to establish the obligation to adopt measures restricting imports of fresh bananas. Evair explains that restrictive measures will be adopted for imports of agricultural or forestry goods from countries that do not comply with environmental protection standards compatible with those established by Brazilian legislation. One example, according to the deputy, is when they suppress forests for the implantation of banana plantations.
With the aim of promoting the integrated and sustainable use of water resources in aquaculture and agriculture, Senator Benedito de Lira (PP / AL) and Rapporteur Josué Bengtson (PTB-PA) was also approved by the Committee on Agriculture.
As an incentive, rural aquaculture producers may rely on aquaculture and agricultural production to be supplied to the Food Acquisition Program (PAA), as well as the implementation of aquaculture incentive programs aimed at the low-income population.
