Commission postpones vote on draft amendment amending legislation on pesticides

The Special Committee analyzing Bill 6299/2002 deferred for the third time the vote on the opinion of the rapporteur Luiz Nishimori (PR / PR). During the session, lawmakers opposed to the bill raised questions of order and requirements in order to obstruct voting. With the start of the agenda, the vote was suspended and the sitting adjourned. The next meeting is scheduled for May 29 at 10:00 a.m.

Alessandro Molon (PSB / RJ) made two requests: one to hold a public hearing with the Ministries of Health and the Environment and another to remove the agenda from the agenda. Both were rejected.

Mr Luiz Carlos Heinze (PP / RS) argued that parliamentarians opposed to the bill are obstructing the debate to prevent the rapporteur from presenting his opinion. “We know you do not want the matter to be voted on. We want to evolve in the process. The only sector that is holding the country in the back is the agricultural sector. Brazil is the largest exporter of soybeans in the world, it is the fourth pig exporter in the world, “said Heinze.

MEPs Alceu Moreira (PMDB / RS) and Valdir Colatto (PMDB / SC) criticized the way the debate is being conducted. “This is a subject that if the discussion is shallow, it is deeply damaging. It needs to be discussed with technical depth, reasonableness. Wanting to put others in the condition of villains is to reduce debate and is disrespectful. Sensationalism is not correct, it is not responsible and it is against Brazil, “said Moreira.

“How good would it be in this country if we respected science, just as developed countries like Japan and Australia do. Here is the country of achismo. I have been challenged by people who do not know they are talking and deny that they use pesticides in almost 99% of Brazil’s properties. Organic products are 1%, “said Valdir Colatto (PMDB / SC).

Embrapa and Aflori express support for the project

In a technical note, the Brazilian Agricultural Research Corporation (Embrapa) stated that the proposal presents advances in relation to current legislation and that the discussion should occur to bring more speed to the registration process of substances. “It is a well-known fact that the process of registering pesticides in Brazil is extremely time-consuming and needs to be speeded up. In this sense, the improvement and harmonization of laws is a necessary task with regard to pesticides to make regulations and procedures more efficient, modern and equitable, “says the Embrapa technical note.

In the same sense, the Rio-Grandense Floriculture Association (Aflori), entity that represents the whole chain of flowers and ornamental plants of Rio Grande do Sul, sent a note expressing support for PL 6299/2002. In the document, the association says that minor crops, which have insufficient planting support, are a high demand of the market against products of international competition, which have more competitive and innovative laws in their countries.
