Representatives of 28 agribusiness entities met on Thursday (16) to evaluate the program of bureaucratization of the Ministry of Agriculture, Livestock and Supply (MPLS) launched two years ago. At the end of the meeting, Minister Blairo Maggi called for the associations to cover from the businessmen of the sector responsibility and transparency in deliveries to the consumer. “The time of ‘jeitinho’ no longer exists,” warned the minister, noting that the MPLS has been implementing changes in its processes to adapt to the demands of foreign and domestic markets.
According to the minister, Brazilian production has the capacity to double and meet the needs of external buyers, but it must fulfill its commitments. He cited as an example the case of Russia, which requires pork without the presence of ractopamine – a growth inducer used worldwide, but not accepted by the Russian market. “An agreement was made between the private companies of the two countries, without government participation, for the sale of the meat without ractopamine, but someone did not comply and we are facing problems with the Russians because of this,” he recalled. The minister said that by mistake of only one businessman the whole Brazilian market can suffer the consequences.
“Brazil is big, it is strong in agribusiness, it is good in what it produces, but it has problems and we have to face them with transparency. The associations have to demand the commitment that all companies will walk the line, “warned Maggi, ensuring that he has charged the ministry with the same transparency and responsibility that he is charging entrepreneurs. The meeting was coordinated by MPLS Executive Secretary Eumar Novacki, who is responsible for the program. He said that in the last two years more than a thousand deliveries have been made to the sector and that the goal by the end of the year is for that number to reach 1,500. Novacki, however, said that for this he must continue to receive demands from the associations. “This program is only possible thanks to the synergy between the ministry and the sector,” he said.
The representatives of the entities were heard on the changes that occurred in the sector, from the implementation of the program of debureaucratization. The leader of the Brazilian Pig Breeding Association (ABCS), Ana Paula Vidal, emphasized some progress achieved in the last two years. “We managed to reduce bureaucratic processes in animal health, which boosted the export of porcine genetics and in 60 days we should see new sales unlocked for Latin America.”
For the president of the Brazilian Dairy Association, Marcelo Martins, the main point of the debureaucratization program was the change in Riispoa (Regulation of the Industrial and Sanitary Inspection of Products of Animal Origin) in 2017, which modernized the legislation in force. He said he expects changes to eight new regulations, due to be published by the end of this year.
In the opinion of the president of the Brazilian Association of Fish Industries (Abipesca), Eduardo Novo, the sectors have faced many difficulties with the European blockades to the Brazilian fish, but said that the demands of the sector are routed and tend to be solved by the MPLS. Meanwhile, Francisco Medeiros, of the Brazilian Fisheries Association, said that the bureaucracy program helped to sell tilapia, which recorded an 8% growth in exports last year. “This increase is fundamental for the segment to reach the position of third largest exporter in the world in 2 years. Today Brazil is the fourth in the world ranking “.
The representative of the National Association of Confectioners (Assocon), Bruno Andrade, stressed that the sector wants to export high quality meat. “We have, together with other entities, submitted a protocol to the MPLS to expedite the discussion on the production and sale of high quality meat.” The vice president of the National Sheep Association (Arco), Armando Vieira Filho, recalled that the sector is still small, there are only 25 million sheep and goats in the country, which is an importer of these meats, but has a great capacity for growth and the MPLS, through the debureaucratization program, can help with this task.
